HI DrillBabyDrill,

Improper surface preparation is the cause of cracking and bubbling paint. Soil on the surface prevents the paint from adhering to the surface. Thus as the paint dries it shrinks and cracks. Let the paint dry then sand off the cracking area and use primer to create a good surface for the new paint.. It looks like the surrounding wall was texturized so I would primer the area then spray on texturizer to match the surrounding wall and then repaint. Also was the paint you used new or some old product you already had? Paint deteriorates with age, so if the paint was say stored out in the garage, it may have deteriorated to the point that it is no longer useable.
