Rebate Issue - Expired Home Depot Mastercard Prepaid Card - Blackhawk Network

I have an issue with an unused, recently expired prepaid card that I received as a stain rebate offer. I have contacted the company who manages Home Depot's rebates, Blackhawk Network, and have been told that they are a business to business distributor and won't issue a replacement. They said to reach out to the place of purchase (Home Depot) as it is up to the you to reissue the expired card as the funds have been returned to you. Please advise who I may speak to regarding getting a replacement rebate card.
