Replacing tiles - concrete chipped when removing old tiles

I am replacing the tiles in my bathroom. I started removing the old tiles, which are on concrete, and sections of the concrete cracked and chipped as I was removing the tiles. How can I fix this? I will obviously need a smooth surface to put the new tiles on.

I don’t believe that what you have is “concrete” but rather a thick bed mortar.  The mortar needs to be well adhered to the subfloor and I think that as you are removing the tile, the adhesion is being broken.  I would remove the mortar back to the subfloor and go from there.  Using a backer board (e.g., Hardie, Wonder, etc.) generally requires less skill than doing a thick bed.
