Which wire is hot/live and neutral?

Hello there!

I am in the process of changing my chandelier but I have no idea which one is hot and neutral and which one connects which. I'm getting mixed answers from researching. Some are straightforward but my dilemma is that I have two wires. 

One is smooth with lettering: I8AWGX2C 105C 300V
The other one has ridges.

I'm attaching a photo and I'll be so grateful if you guys can help me!

Hi Mike,

18 gauge lamp cord has one smooth wire and one wire with ribs, the smooth wire is the hot wire, the ribbed wire the neutral wire. The ribs are easy to spot, you can feel them if you run your fingers along the wire jacket.

Hot, Neutral & Ground Wires The third conductor is bare copper. The black wire is the hot wire. It provides a 120 VAC current source. The white wire is the neutral wire.
