Can I paint over wall paper border?

Can I paint over wall paper border? If so... How would I do it without having to strip?

Absolutely frogpants!

Use an oil-based primer to seal the wallpaper and when dry, follow with water-based paint.

NOTE:
Paint-and-Primer products are not the same thing!

They are water-based products that will re-wet the adhesive on the back of your wallpaper and cause the paper to release and bubble.

Oil-based primer will seal without re-wetting the adhesive.
