Can I paint the horrible grout in a shower stall as an inexpensive clean-up project?

You could but it wouldn't be the best course of action.  Replacing the grout would be a much, much better idea and not very expensive.  You will need (online Home Depot pricing without tax):

 

  • Grout saw ($8.43)
  • Grout ($13.27)
  • Sponge (1.97)
  • Grout float ($6.97)
  • A bucket or two ($0, I'm assuming you have at least one)

I would try cleaning it first with bleach or scrape it and re-do it. Painting it will only be a temporary fix. The paint will eventually peel with moisture getting under it. Molds will form under the paint as moisture gets under it.
