Can I use an extension cord to wire a ceiling fan?

I would like to put a ceiling fan in my bedroom but there is no existing light fixture. I live in a condo and do not have access to an attic. Can I cut the female end off an extension cord and wire it to the ceiling fan and plug the male end into a switched outlet, having the cord run along the outside of the ceiling and wall?

Thanks in advance for any help!

Absolutely not.  Extension cords are not approved for premises wiring.

And...only licensed electricians are allowed to do electrical work in multi-family dwellings like condos.  If the condo association wouldn't allow your electrican access to the attic then he could likely use a surface mount raceway like WireMold to run power up to the fan.
