I am using Klean Strip  to degloss oil based paint.  Do I also need to use a primer before applying the top coat?

Hello kdm67.  Welcome to the Community!

Let me assume you are talking about using this Klean Strip product:

Typically this would be used for smaller items like wood furniture or in some cases trim.

If the oil based paint is quite old you might need to use a TSP based cleaner as well.

I would definitely use a coat of primer for this type of application, and if you are working on furniture an oil based primer and paint is what I would recommend.  Oil based paints cure to a very smooth and hard surface, where latex paints will retain enough "stickiness" as to be less suitable for furniture.

For an oil based primer and paint combination, something like this would be appropriate:

For trim work where a water based paint might work just fine, try this primer:

Is this what you are looking for?
