Fake Wall Space Solution Needed!

My roommate and I recently moved into a converted two bedroom apartment.  Much to our shock, the newly built wall around the second bedroom does not reach the ceiling due to a recently enforced law regarding fire hazards.  The wall is 15 ft long and the space from the ceiling is 1 ft.  Any advice on something to fill the space which could help with noise and keeping in heat?  All help is appreciated!

What kind of Fire Code would allow a wall to stop short of the ceiling? Such a space would allow for more rapid fire spred while doing nothing for exit safety. Kind of sounds like a story the landlord made up to avoid finishing the job properly.

 

Almost any barrier would help stop heat from traveling easily over the barrier. Sound reduction is the greater problem to solve. In fact, a simple 2x4 wall with 1/2 inch drywall and  no sound dampening material in the cavities gives very poor sound reduction. Even if that wall were closed to the ceiling, you could easily converse through it!.

 

Off hand, I see no easy solutions.
