What size home air-conditioner is needed for a home of 13000 cobic feet?

It's a bit more complicated that just area or volume.  Assuming 8' ceilings your home is about 1,600 square feet so I'm guessing you are looking for central air conditioning.  If you want room air conditioners, just size them by room using the chart already provided.

 

What you want is someone to come out and perform a "Manual J" calculation.  It's the industry standard for calculating heating/cooling loads and takes into account a host of factors including the size of the home, number of windows, type of windows, size of windows, doors, existing insulation, etc., etc.  The problem is they're time consuming to perform and most HVAC contractors don't want to go through the work just a for chance at a sale.  So most estimate erring towards more capacity.  Which isn't always a good thing when it comes to A/C because if the unit is oversized it doesn't dehumidify properly.

 

Recommendations from friends, family members, co-workers, etc. is a good place to start looking for an HVAC contractor.
