How can I easily remove paint from a wall?

How can I easily remove paint from a wall? When removing the wallpaper a lot of paint came off as well.  I am looking for the easiest way to prepare the walls to be able to paint.  I am able to scrape the remaining paint off but it is VERY time consuming. You can see in the picture the white wallboard and the residual yellow paint that is flaking everywhere.  Obviously the previous owner did not prepare the walls correctly before putting up the wallpaper.wall.JPG

I have run across this exact situation many times over the years.

 

You will never be able to remove all the paint. The best recourse is to sand it to remove loose, flaky paint, then seal it in with a good primer. Once sealed, trowel a thin coat or two of drywall topping compound over the entire area. Then sand with a sanding block loaded with 120 grit drywall sandpaper or a sanding screen. Finally, once again prime. Now your walls should be ready for your finish coat of paint.
