How do I install base cabinets where there are radiator water lines on floor?

I am installing base cabinets on a wall in my kitchen where there weren't any.  There are radiator water lines running along the floor[not in walls] where I need to place the cabinets.  I can't cut the back of the cabinet because of shelves in the cabinets.  The pipes can't go in the wall because it is a block basement wall.  I made a base to raise the cabinets but it is making them too high so my appliances don't match up.  How can I fix this problem?

How about just installing the base cabinet in front of the pipe?  Rather than going all the way to the wall - just add a wall cleat or two for mounting the cabinet to and work around the pipe.


I do realize that this will bring the cabinet out an inch or so, but some trim added to the areas that don't line up can fix the problem.  


Even a false wall behind could work.
