How do I paint over oil based paint with water based paint so the paint won't peel?

Traditionally, the old oil surface would be cleaned, given a scuff sanding and then primed with an oil based primer. However, in later years, water based acrylic primers have been developed which will bond directly to oil paint. Primers such as Glidden's Gripper, Behr's Number 75 Primer and Zinssers 123 will bond to slick oil paints. Of course, the same thorough preparation should be done. An acrylic/latex  paint can then be put over the primer.

 

More recently, paints such as Behr's Ultra Enamels have been developed. Ultra will  bond directly to oil paint without the use of a dedicated primer beforehand. Again, proper preparation is very important.
