How to moisture-proof basement floor that has been painted or sealed and paint/sealer is flakes off?

BAsement floor has some kind of paint or sealer on it, it peels off in some places.

We would like to glue commercial carpet on this floor. But we would like to make sure that we will not get moisture problems under carpet. So, how do we seal or moisture proof basement floor that already has some paint or selar Without removing old paint/sealer?

there is no magic cure for your problem you have to cure the moisture issue first or else it will keep doing it over time , depending how bad the moisture gets . you may need a pro check it out . however make sure the area gets plenty of sun light , you can also put dehumidifier . it may not be moisture problem, its possible that the paint is old and floor wasn't cleaned and sealed properly . home depot has a new product out for painting old decks and cement floors & no I'm not a salesman for them . good luck . personally i would re-clean the surface and seal it with that clear shell that makes cement floors smooth . hope this someway helps you . if not maybe someone else will chime in with your cure .
