Hello pudding and welcome to the Community.

There are different approaches to removing balusters depending on how they are installed.  Often they are install with a mortise and tenon rig at the base and nailed into the base of the hand rail. In this case you may try to remove the side return from the tread to release the baluster.  You would do this by breaking the seal between the return and the tread with a putty knife and using a small cat paw prier to wiggle the return off.  If the balusters tenon is thicker than the tenon chisel a larger hole to release it.  Then using a block gently tap at the top of the baluster to loosen and remove the nails.

The following guide illustrates the basic construction of railing system and the next link is to a pdf describing how to replace wood balusters with medal.

If you can share more details as to how your railing is constructed I would be happy to address your particular situation.

Thank you for your inquiry.
