I am building a boat out of 11/32" roof sheathing plywood. Concerns about waterproofing.

The boat will only be built for calm waters, such as ponds and lakes.  After all the building is finished, I plan on applying a coat of waterproofing, but I also want to paint the boat.  Time is a bit of an issue as I only have until December to build it.  Any suggestions?

What you need is Marine-Grade plywood, you can check your Home Depot lumber department or the Pro Desk and see if they can order it, not all stores carry it, so check with your store. Its not worth the time building if there is a chance that the wood will fail regardless if you paint it.If you can't get it at Home Depot, then try your local lumber yard.
