What do you mean by the ground wires are too short?  Maybe you could post some pictures?

they were ccut right at the top of my circut box. And then they were screwed right to the box i think they thought the box was grounded. So i hope they will let me splice the grounds to connect in new box if not i do not know what to do.

Again, a picture would help.

Are you saying the wires/cable that run from the service entrance (the meter) are too short to reach the service panel?  If so, then you'll need to replace the cable.  The only way to do that is to pull the meter.  That will involve the power company and I'm sure they want a licensed electrician to do the work.

No the wires that i;m talking about are my wires from through out the house, Like the wires that go upstairs and to all my out lets .Juist my inside wires but I will update my entrance cable at the same time.

Ok, I think I understand what is going on.  Are you moving the service panel and now some of the wires are too short?

If that's the case, pull the hardware from the the old service panel and use it as a big junction box.  Splice you're wires in the old box and run them to the new.  I'm assuming you have NM-B (e.g., Romex).  It makes a lot sense to label the jackets with a Sharpie so you know what goes to were.
