There's any number of caulk type products for concrete, you'll find them in the right around the bags of concrete.  If the crack is too deep, use some backer rod - it's a foam tube that you stuff into the crack to take up space and keep the caulk from running to the bottom.  Otherwise you'll go through a bunch of caulk.

Wonder if the prior owner has used something that looks like tar.

Depending on the size of the crack, you would use a butyl caulk. I don't think HD carries it but ask at your local HD. It will be like putting a bead of rubber in the crack and it will stay flexible. This is the type of caulk you'll find on commercial sidewalks, lift slab buildings, etc. Great stuff.
