Hello Suzie!

Paneling was most commonly manufactured with a clear coat to protect the finish.

Before applying any new coating to paneling, you'll need to prime with an oil-based primer like Zinsser Cover Stain.

Cover Stain sticks to all surfaces without sanding, dries in about an hour, and will accept any topcoat ... including wallpaper.

PREP:

Prepare the surface by securing any loose paneling with screws.

If seams do not line up, mud the seams and allow to dry before sanding smooth.

If seams are secure and lined up, primer alone is your prep.

Follow standard paper-hanging techniques to secure the new paper.

And paint.
