Insulate attic window?

Hi, I've got two 16" x 46" windows in my attic (result of change in building plans?) which face south and west in Texas heat. It's causing my attic to really heat up and making the 2nd floor hotter and harder to cool. How can I block and insulate them? I have no knowledge of anything so please dumb down your answers. I'm thinking some sort of reflective covering fit to size and stuck to it then jamming insulation in the space. The window frame does have a depth of 4-5". The window does not open and applying anything to the outside is not an option (HOA rules). Thoughts?? Material ideas??
