Is this a tick or a spider?

I would assume what you have there is a baby spider.

Here is an example of a jumping spider that resembles the one you posted.



Ticks are considered harmful because they transmit diseases. Like many other organisms, however, their role in the food chain serves a positive ecological purpose and are an essential food source for many reptiles, birds, and amphibians.
