Tile Flooring

Is it ok to tile on top of plywood? if so what are the steps?

No, you should not tile directly over plywood.  Plywood expands and contracts and your tile installation will not survive.  You should install a layer of 1/4 cement or tile  board to the plywood.  Click here for an installation guide.
