Hey MaryBeth66.

Are you putting these tiles in a bathroom or Kitchen? If no which room is it in?

In kitchens and bathrooms, sheet vinyl is a better option because it is more waterproof than peel and stick tiles. Water can work its way through the cracks, damaging your subfloor and causing them to peel.

If your plywood subfloor is smooth and in good shape, then you do not need to prime it. Wipe it down with a damp rag to clean it and allow it to dry completely. Below is an install guide for peel and stick Trafficmaster. It states that it can not be OSB, particleboard or chipboard, luan or mahogany based plywood.

You can use a floor primer to increase adhesion but never use a primer meant for paint.
