The transmitter is the hand held remote control for your ceiling fan. You maybe actually referring to the receiver of the unit.
This particular model by Hampton Bay has it's receiver not inside the ceiling canopy, but above the motor housing. You may encounter issues with its removal since it's typically fused or integrated into the motor housing.
So in your situation, replacing the motor housing (aka entire fan) is easier in your situation than repairing it via a new receiver. If you'd like to double check and see the manual for installation of your Windward II fan, please click here to view it.

I realize this may not be the solution you wanted, but it is the only surefire way to get your operating properly via a new one.
