Welcome to our community Olynick2!

Your question stumped me and I called Rust-Oleum to see what they recommended for your project. :) The lady I spoke with said that the Zinsser 1-2-3 spray primer will stick to glass. Also, any of the Rust-Oleum Universal spray paint will also stick to glass. After you use either of these products, then you can use the glow in the dark spray paint on top of it.

A third glass primer , or better said, bonding agent, would be Zinsser's Spray Shellac. Shellac has incredible bonding to glass and porcelain. It is colorless and leaves only a very minor film build  up. Being a de-waxed shellac, it is compatible with almost any top coat, including urethanes and lacquers.
