Hello bil23!

When water is seeping through the basement wall, products which hold back "hydrostatic" pressure are required.

Two of the most common products that meet this specification are DryLok and Behr Basement and Masonry Waterproofer.

Clean the wall, apply DryLok Fast Plug Hydraulic Cement to any open seams or holes, and then apply your choice of waterproofer.

Most "hydrostatic" waterproofers will hold back between ten and fifteen pounds of water pressure.

There is some mold. can I paint direcly over it?

Sorry to learn that bil23!

Mold should be removed using a cleaner / mold inhibitor like Mold Control.

If the mold were severe, I might even use Mold Armour Mold And Mildew Stain Remover first.

There is one additional caveat  when using the waterproofing paints, they cannot be used effectively if the walls have already been painted with a conventional paint.
