faucet sucks air

recently my faucet in wash room groans and sucks air. when I turn off it and immerse it  in a cap of water, the water is also sucked in. what's wrong with it? how can I fix it.

So you turn the water on and nothing happens?  Or does air and/or water come out.  If you place a cup of water under the spout of the faucet, it's sucked into the faucet???  That's pretty weird.  Are there any problems in the rest of the house?  Is this faucet on the first floor, second?  Both hot and cold water?
