Thank you for your question and welcome to our community.  


Your best course of action will be to consult with the cities planning department  for what will be required in your area. For more stability, you may also want to pour a concrete slab.  I had a 8 X 10 shed built by Tuff Shed and elected to have a 3-4 inch slab poured before my shed was built.

Since your shed will be larger and have a 2nd floor, it will be a good idea to double check with your city building code to avoid and issues later on.
