If the table already has a flat latex paint on it and it is generally in  good condition, you should be able to go directly over it with a high quality Acrylic such as Behr Premium Plus High Gloss or Simi-Gloss. Naturally, you will want to give the desk a good cleaning , especially where people tend to touch the surfaces and get oil from their fingers on it.

To get the maximum gloss, you will probably need to do two coats. A paint holds it gloss according to how well the surface being covered is sealed. Flat paints generally do not seal the surface as well as gloss paints, which is one of the reasons gloss paints are easier to clean.

Hope this has helped
