how can I convert and install a ceiling fan from hardwired to plug in? I have no ceiling electrical

The best solution would be to hire a licensed electrician to install a fan rated box in your ceiling.  A good electrician can usually get electric anywhere but he may have to make a few small holes in the drywall to run his wires.

 

Another option would be to use a surface mount raceway like Wiremold.  Basically you'd add an extension box to an existing switch box or receptacle, run the raceway up the wall and across the ceiling, and install one their fan boxes.  You do need to attach the ceiling box  to "structure" (ceiling joist) which may result in the fan not being centered in the room.

 

You could convert a ceiling fan to a wire and plug but I would not recommend it.
