how do I drill holes in an existing headboard so that I can tuft it myself?

For tufting, it's all about making relatively small holes. You don't want anything too large so that excess fabric can bunch up in it, but just large enough that you can pass your needle and thread to stitch the button from behind.

 

I'd recommend a 7/32" drill bit or anything right around that size for this project. Easy examples of it would be this DEWALT 7/32 in. Pilot Point Drill Bit or this Milwaukee 7/32 in. Thunderbolt Black Oxide Drill Bit, both of which would help you get the job done!
