how do you properly prepare a glossy paneling for kiltz paint

You will want to make sure the walls are clean and free or an oils or waxy substances. This is generally done by a thorough washdown of the walls with TSP or a wallwashing detergent. If using TSP, make sure you rinse it down well. Give special attention to areas where you might expect oils, such as around light switches.

 

After cleaning, use of a good dedicated primer is recommended, such as Glidden's Gripper or Zinssers 1-2-3. If your final paint color is a strong color, you should have the primer tinted toward that color.This will possibly save you from having to put two final coats of paint on top of the primer, rather than just one.
