There are several ways to build floating shelves... The basic design is hidden support that is secured to wall studs and is covered by the actual shelf.

One very basic way to build and install a floating shelf is by attaching a level board directly to the wall studs using large screws. The shelf can be made of a piece of wood with either large trim running around the bottom of it (hiding the wall brace) or building a box shelf with an open back.  Simply secure the top of the shelf to the wall brace (already attached to the wall) with several screws.

Another way is to get a heavy gauge metal bracket bent into a "C" shape with arms that extend as deep as the shelf (see illustration).  Install this bracket to the wall studs and slip over the top a box shelf with an open back.  This should support a laptop computer with very little movement.
