Normal quality acrylic housepaints, such as Behr's or Glidden's  will work fine on cement figures. If the existing finish is in good shape, you should have no problems with going over it. If the figure has exposed cement, you should consider priming it first with a general primer such as Kilz 2.

 

One problem with doing a statue is the small amount of paint needed and the different colors. You might consider using the Behr color samples and then clear coating twith water based exterior urethane to get the appropriate sheen.
