how to pull a permit to install a water heater

how do you pull a permit for a water heater and what do you need to pass the inspection.

You're doing the install yourself?  Then you'd check with your local building code folks (that often referred to in the trades as the AHJ or Authority Having Jurisdiction).  They might need to know the type of water heater (gas, electric) and it's size to issue the permit.  They can tell you what they're looking for in terms of installation requirements.

 

Just so you know, in some areas of the country only qualified (generally meaning licenced) persons can make up gas connections.  In most, if not all areas, only qualified persons can do electrical work in multi-family dwellings like condos and apartments.  Your AHJ can tell you that as well.
