installing toggle anchors into drywall

I'd like to know how to install toggle anchors. I think I know I just want to make sure I'm doing it correctly. I am attemping to put a shelf with a clothes rod in a closet and I need to make sure that it stays up when I hang the clothes up. I tried the nylon anchors and when I hung the clothing on the clothes pole, the whole thing fell.

I am sure that there is a special tool for this..But, what I do is measure where the holes need to go and then use a simple Philips head screw driver to poke a hole in the sheetrock and make the opening large enough for the toggle to fit through.

Oh, if you encounter a wall stud then you may have to just screw straight into the wood.  This is actually a good thing (added strength).
