Howdy SteveB65,

 

To answer your question of best time to apply mulch when planting annuals is usually after you’ve planted. However if you’ve already planted it’s not a big deal, you just need to scrape the Mulch away and do your annuals planting. 


         


Mulch is bark/wood chips, or a number of other things like rubber.   With strong winds or heavy rains Mulch can blow or float away and need to be replenished. There is colored Mulch that retains it color much longer than traditional bark and even rubber mulch that can last 10 years or more.
