my drywall has first layer peeled in places

I am trying to fix up my Den. My drywall has the paper peeled off. whats the cheapest but best looking way to fix this?

It sounds as if you have ripped the top layer of the drywall paper leaving the pulpy brown underlying paper. This brown paper must first be sealed with a non-water based primer before attempting to patch it. If not sealed first, the water in the patching compound will probably cause the paper to wrinkle up. Use a primer such as the original Kilz or CoverStain. When dry, patch it with drywall compound. After sanding smooth, spot prime the patches with regular water based primer. To assure a really  even sheen of the finish coat, a general priming of the whole wall is then advisable.
