Welcome to our community Tlshove,

Removing the rust would be the most ideal, especially if there is a texture to it. Navel Jelly is a gel that you will brush on to the surface, let it sit for 5-10 minutes and wipe off. This is very effective and will leave your light fixture looking new. Once the fixture is clean and rust free, you can paint it whichever color you would like.

If it would be easier for you to prime it, you will want to use a primer that is meant for rusty metal. Rust-Oleum has both a brush- on and spray- on primer that will work. The primer color is a reddish brown color. After the primer has dried, you can paint it whichever color you would like.

If you have any more questions, please let us know!
