Hi Mamas_bad_seed,

Twenty years of paint and texture will take some work to cover.

I would recommend you sand the walls to obtain as smooth a finish as possible, and then if necessary slim coat the walls with drywall compound to fill in any voids. Sand again prime and paint.

My question is why do you want to create smooth walls? Most rental property owns use textured walls to cover defects, and maintain the appearance without excessive effort.

Creating and maintaining smooth walls surfaces will require a lot more time effort and expense than textured surfaces.

I hope this answers your question.
