jpshock,

Double hung windows usually fold inward for cleaning. This greatly simplifies cleaning as one can simply stand on the inside and access the outer glass surfaces. On single hung windows, the upper glass is fixed.  Even if the bottom section is removeable, access to the exterior of the upper glass is somewhat awkward. As the single hung are somewhat simpler, they are also usually less expensive.

The original function of double hung windows is rarely used now a days. Decades ago, they were used to facilitate a cross ventilation in a room by lowering the upper sash slightly  while raising the lower sash. Air could enter the lower and the warmer air would exit the upper.

Hope this has helped.
