smooth concrete wall/floor before epoxy


I plan to give my garage eventually an epoxy coating. However, while the garage floor is just dirty, the edges which would need to be coated too are not smooth at all (see picture). So I need to repair those first and let them dry. 
What is the best product to patch this up to make this as smooth as possible?

Welcome to the community!

One of the best products your local Home Depot sells to repair and smooth out that area you showed us is hydraulic cement. 

While it's used to plug areas where water seepage is a problem over cement, it can be used to smooth out the roughened texture you have now. Best of all, it can prevent any water seepage once applied correctly.

We sell this item in both paint and building materials departments at your local store. It's easy to apply, and works great in situations like yours.
