The best thing for you to do is remove the poorly applied caulk that is already there. Since it is silicone based (more than likely), you will need something that will remove silicone based caulk such as Motsenbockers Silicone Sealant Remover. We also have caulk removal tools that will help remove it.
After it is all gone, you can apply the peel and stick caulk.
