do i have to take out my concrete steps inorder to replace the steps with wooden ones? (exterior steps) and if so what is the easiest way to get the concrete torn out? and is there anyone out there (?) who i can talk to instead of hiring a contractor.

Steps are pretty specific in their dimensions... All steps need to be up to the local building code specifics. Taking this into consideration, it would be best to remove the existing steps before building new wooden ones.
An old fashioned sledge hammer is usually the most efficient way to demolish the structure. If the steps are large and made of poured concrete then you may have to rent a jack hammer to assist in the process.
*Always wear protective areaway when attempting a job like this.
