we live in central florida. we moved here from pa. last november. we have noticed these small black flying insects "hovering" in the back yard. they seem to come from out of the soil (sandy). they are not flys that i have seen and move like lightning bugs. i have sprayed the yard twice with a broad insecticide you attach to a hose. this is not working. what are these things and how do i get rid of them? any advice would be helpful

I know exactly what you are dealing with, when me and my wife went camping on Cumberland Island my wife got Deet poisoning from too much bug spray. After some investigating I found that your problematic bug might be called a Biting Midget . I am not being politically incorrect, that is what they are called. They live in mid to lower Florida and are at their worse in December to January. If not this bug then the one you have is probably on this link that I have attached. There is pesticide recommendations at the bottom of the link.
