Hi Hanseljr, this is Mike, The Home Deport Answer Man, welcome to the community.
The main issue here is what type of laminate is on the desk. Many manufactures use a vinyl
laminate over pressed board. This type of laminate can be tricky to paint. If your desk has a high pressure plastic laminate such as Formica, you may lightly sand it and paint over it.
Rust-O-leum makes a paint specifically for plastic surfaces, called Rust-O-Leum Speciality Plastic Paint. If you are unsure of the type of surface on your desk try the Rust-O-Leum on a hidden area to test the compatibility with the surface.
If there is no surface distortion, bubbles or pealing, then you are on your way. Make sure the surface is clean and dry before you begin.
I hope this answers your question
