I can think of 2 reasons why a toilet fill valve will take longer to do its job.
If you have a new fill valve, some of the "extra quiet" models are designed with a slow fill rate because this is one easy way to minimize noise. Most of the time it is not really important how long it takes to refill a tank, and this allows for quiet operation. More commonly, an older fill valve will get calcium/lime deposit build up and before the valve just quits flowing or the float sticks, the flow rate drops down. This also would extend the time it takes to refill the tank.
