Hello Frank123456 and welcome to the community. I spoke to one of the flooring associates in my store and she said it’s not recommended. Reason being the ceramic tile is not porous enough the vinyl tile would not adhere. Also there are grout lines from the ceramic tile if you were to put vinyl tiles over it; it would create air pockets and dips the tile would lift. There are two things you can do one break up the ceramic tile and start new. The second thing you could do is get a thin layer of luan plywood and put over your floor and apply the vinyl adhesive over that but keep in mind if you do this your building up your floor.
